Senior Advisor

Organizational Assessment and Change Management, Facilitation and Strategic Planning

Phil Basso has served in various progressive roles with the American Public Human Services Association (APHSA), recently returning to his roots leading the association’s Organizational Effectiveness (OE) consulting practice, which he founded upon his arrival in 2003.

Phil has consulted for many state and local government agencies around the US and is widely published in the human services and organizational improvement fields. Phil earned his BA in Sociology from State University of New York at Binghamton, his Master of Industrial and Labor Relations from Cornell University, and was a doctoral candidate in Educational Planning, Policy, and Leadership at The College of William and Mary before joining APHSA.
